The Legal Directorate has the following functions:

• to provide opinions about the drafts of the Riga City Council’s decisions, orders, agreements and other documents of legal character, and to verify their correspondence to the requirements set by the regulatory acts;

• to supervise the organisation and implementation of the municipal procurement procedure at the Riga City Council’s structural units and its correspondence to the requirements set by the regulatory acts;

• in compliance with the established practice related to the internal audit procedure, to check and evaluate lawfulness of decisions and activities by officials of the Riga Municipality;

• to carry out preventive measures (inspections, recommendations, instructions etc.) for eliminating breaches of regulatory acts, covering also the issues of interest conflicts among the Council’s officials and the situation with the corruption;

• in compliance with the established practice, to represent the interests of the Riga City Council in courts and in other institutions;

• to participate in the work of commissions and working groups set up following the RCC decisions and orders;

• to provide legal consultations, necessary for handling the assigned tasks, to the councillors and employees of the Riga City Council;

• on behalf of the Mayor of Riga, to prepare answers to the applications submitted by residents and by institutions;

• within its competence, to update the information system on recordkeeping at the Riga City Council (RDLIS);

• within its competence, to maintain updated versions of the documents from the Republic of Latvia Legislation Information System (NAIS);

• to provide opportunities for the Riga City councillors and employees to get acquainted with laws, decisions and other regulatory acts;

• in accordance with the resolution of the Mayor of Riga, to provide opinions and prepare draft decisions about the administrative acts in the cases when the administrative acts are disputed, according to the procedure of subordination, with the Mayor of Riga being the superior body;

• to give opinions about the statements developed on behalf of the municipality regarding draft laws and other regulatory acts submitted by the Republic of Latvia Saeima (Parliament) and the government;

• to ensure professional collaboration among lawyers of the Riga Municipality’s institutions by organising the work of methodological management and assistance;

• to take part in the public opinion’s formation on the issues related to the external regulatory acts issued by the Riga City Council.
