Riga City Council Audit Commission
The Audit Commission is a separate and independent institution of Riga City Council. The commission members are elected from the residents of the city of Riga having suffrage rights proportionally to party or voters’ union representation in Riga City Council and exists while Riga City Council holds authority.
The Audit Commission has the rights:
• to control the utilization of Riga City Council funds according to the budget and cost estimates;
• to check the expediency and lawfulness of the operations of the heads and officials of Riga City Council institutions, companies and capital companies.
• to control if the financial resources, real and personal property of Riga City Council is managed according to Riga City Council decisions and interests of the residents;
• to supervise prompt and objective consideration of the articles, applications, complaints and proposals received by Riga City Council, Riga City Council committees, departments, executive directorates of the administrative districts of the city of Riga, municipality institutions, companies and commercial company offices;
• to request convening extraordinary meetings of Riga City Council to provide the report on the audit results and initiate the measures aimed at preventing the legal breaches and drawbacks, providing the purpose of such request.
The Audit Commission has the following obligations:
• to draft and adopt the work plan for the next year before December 1 of every year, providing for the planned audits; to perform extraordinary audits, if requested by the decision of any of the regular commissions of Riga City Council;
• to draft acts, decisions or reports on the results of the audits performed and report these together with the proposals on prevention of the registered drawbacks and breaches during the sessions of Riga City Council.
• to consider the applications of legal entities and individuals addressed to the Audit Commission, to provide the applicants with written or verbal replies as well as to send (forward) the applications to Riga City Council institutions responsible for the subjects mentioned in the applications.
In order to perform audits and prepare reviews, the Audit Commission may invite audit companies, sworn auditors and auditors.
The decisions of the Audit Commission are taken at open or closed sessions of the Audit Commission. Representatives of Riga City Council institutions, residents of Riga, representatives of mass media may participate in the open sessions. The closed sessions may be held if The Audit Commission chairman takes a motivated decision thereon, mentioning the reason of convening a closed session in the session protocol.
