Riga City Election Commission

Riga City election Commission provides for preparing and organization of Latvian parliament elections, Riga City Council elections, as well as, in the cases provided for by the legislation, preparing and organization of public referendums. The seven members of Riga City Election Commission are elected by Riga City Council within three months from the moment of the election of Riga City Council. The election commission should consist of Latvian citizens, having at least general secondary education and who are literate in Latvian. Lawmakers of the parliament of Latvia or councillors of Riga City Council may not be elected as the members of Riga City Election Committee. The regular management institutions of the political organizations (parties) registered at the Latvian Justice Ministry as well as Riga City Council councillors or at least 10 citizens of Latvia having suffrage rights have the right to nominate and announce their representatives at the Election Commission.

Riga City Election Commission is a regular municipality institution operating while Riga City Council holds effective power. The powers of the commission expire when the newly elected Riga City Council sets up a new election commission. The Election Commission sessions are open. The sessions of the commission may be attended by journalists, individuals commissioned by the political parties and voters, if they have received the permission of the commission chairman and do not interfere with the work of the commission. The decisions of the election commission are taken by an open ballot.

Riga City Election Commission:

• accepts, registers and publishes the lists of candidates for lawmakers positions;
• approves the contents of the ballot papers, provides for the publication of the ballot papers and delivering of these to the commissions of the polling stations;
• determines the polling station where voting may take place before the general election day;
• controls the work of the commissions of the poling stations and helps these commissions with transport, communications and other technical means, as well as the security;
• provides for the delivery of additional ballot papers to polling stations, short of ballot papers;
• after the elections are closed, receives the protocols and other materials from the commissions of the polling stations, check the protocols of the commissions of the polling stations and counts the election results;
• confirms the election results, determines the lawmakers elected and publishes the election results in Latvia’s official newspaper “Latvijas Vēstnesis” (Latvian Herald);
• sends its decision on confirming the election results, together with the protocols of the election commission to the Central Election Commission;
• performs other duties connected with the city council elections.

The current Riga City Election Commission in its present composition was elected after Riga City Council elections on March 11, 2001. The number of commission members was increased due to increased workload in connection with the popular referendum of September 20, 2003.
